YBhg. Tan Sri Datin Paduka Zaharah Ibrahim
Chairman
Tan Sri Datin Paduka Zaharah binti Ibrahim hails from Johor Bahru, Johor and is an alumnus of Universiti Malaya’s Faculty of Law. She has served the justice and legal system in Malaysia since 1977.

In recognition of her service and contributions, Tan Sri Datin Paduka Zaharah was bestowed several awards and accolades: Kesatria Mangku Negara (KMN) in June 1992; Setia Mangku Negara (SMS) in 1996; Dato’ Paduka Mahkota Selangor (DPMS); Darjah Panglima Jasa Negara (PJN) in 2004; and Darjah Panglima Setia Mahkota (PSM) in 2016.

In July 2018, Tan Sri Datin Paduka was appointed the Chief Judge of the High Court of Malaya. She was the second woman in the history of Malaysia’s judiciary to hold that position.
YBhg. Datuk Wan Selamah Wan Sulaiman
Datuk Wan Selamah Wan Sulaiman was appointed as Independent Director of Prasarana Malaysia Berhad on December 2014.

Her career with the Government started in 1979 as Treasury Accountant in the Examination Syndicate Department of the Ministry of Education. In 1982, she served the Ministry of Defence before joining the Accountant-General’s Department, Ministry of Finance in 1984.

She held various positions in the Accountant-General’s Department, including Deputy Accountant-General (Corporate), Deputy Director of Government Pensions Trust Fund; Director of Information Technology Services Division; and Director of Central Operations and Agency Service Division between 1984 until November 2010. She was appointed as the Accountant-General of Malaysia in November 2010 until her retirement in December 2014.

Datuk Wan Selamah obtained her Master in Business Administration (Finance) from Universiti Kebangsaan Malaysia (UKM) in 1992 and Association of Chartered Certified Accountants, United Kingdom (ACCA) from City of Birmingham Polytechnic, United Kingdom.

She is a Fellow of the Association of Chartered Certified Accountants (ACCA), member of Malaysia Institute of Accountant (MIA) and sits in the Public Sector Accounting Committee.
Datuk Wan Selamah is also currently an Independent Non-Executive Director and Member of Governance & Audit Committee of Sime Darby Berhad and JKP Sdn. Bhd.
YBhg. Datuk Mohd Khairul Adib Abd Rahman
Datuk Mohd Khairul Adib bin Abd Rahman was appointed as Member of Board on 10 April 2019 after he was made Secretary-General of the Transport Ministry on 7 January 2019. He is currently the Public Service Department (PSD) director-general, effective 1 October 2019.

A graduate of University Kebangsaan Malaysia with a Bachelor of Science (Hons) and a Master holder in Public Policy from Saitama University, Japan, he began his career in January 1988 as an Assistant Director in the Ministry of Entrepreneur Development, Malaysia. In October 1995, he was awarded the MONBUSHO Scholarship by the Japanese Government where he studied Public Policy.

In October 1997, he became the Principal Assistant Director at the Ministry of Science, Technology and Environment, Malaysia before assuming the role of Counsellor at the Human Resource Department for the Embassy of Malaysia in Tokyo, Japan in August 2004. He then became the Counsellor (Training) at the Public Service Department (UK Office) for the High Commission of Malaysia, London, in June 2006.

In August 2009, Datuk Mohd Khairul Adib became the Head of Strategic Unit at the Ministry of Science, Technology and Innovation (MOSTI), Malaysia. He held the role of Undersecretary (Industry) for MOSTI from August 2011 until February 2014. He then became the Undersecretary (Policy and International Relations) for Ministry of Education, Malaysia until June 2017. During this period, Datuk Mohd Khairul Adib was also the Secretary General National Commission for UNESCO Malaysia and the National Point of Contact for ISESCO Malaysia.
YBrs. Dr. Sivabalasingam Veerasingam
Sivabalasingam was appointed as Member of the Board on 2 April 2018.
He is currently the Under Secretary of the Fiscal and Economics Division of the Ministry of Finance, Malaysia.

Starting his career in the public sector in 1987, he has served in the Royal Malaysia Police and had held key positions at the Ministry of Finance and National Institute of Public Administration (INTAN).

He joined the Ministry’s Fiscal and Economics Division in 2000 before heading the Research and Policy Development Cluster of INTAN in 2013 before returning to MOF in 2015.
He holds a Professional Qualification from the Association of International Accountants, United Kingdom, a Master in Finance from RMIT, Australia and a PhD in Economics from University Putra Malaysia.
YBrs. Ir. Hew Yoon Leong
Ir. Hew Yoon Leong was appointed as the Board of Director in 12 April 2019.

He graduated from the Monash University with a Bachelor of Engineering (Hons) in 1981. He is also a master’s holder in Business Administration (Finance) from University of Technology, Sydney in 1989.

Currently, he is serving as the Principal at Pintar Jurutera Perunding (Civil and Structural Engineering Consultant). He is the Team Leader and Senior Design Engineer for Road Safety Audit which covers JKR road projects, privatized highways under MHA, urban roads under DBKL, MPSJ. He is also in-charge of Road and Highway Engineering Design, Privatisation Project Proposals, Infrastructure and Structural Design and Independent Structural Check, such as Independent Structural Check for KL Middle Ring Road II, bridge inspection along Cheras-Kajang Highway.

Prior to that, he worked as the Technical Consultant at ACSI Pty Ltd, Sydney, Australia from 1986 until 1989. He was seconded to the Department of Main Roads, New South Wales, Australia, where he was assigned to develop software for highway design package, MOSS, general civil Yaaengineering design and management duties. In 1981 until 1986 he worked with Jurutera Konsultant (SEA) Sdn Bhd as the Civil and Structural Engineer.

He is a Fellow at Institute of Engineers Malaysia (FIEM) and a Professional Engineer, Malaysia (P.Eng). He is also a member for Road Engineering Association of Asia & Australia (Malaysian Chapter).
YBrs. Mr. Ma. Sivanesan Marimuthu
Mr. Ma. Sivanesan has over 20 years’ experience with the Tax Division of the Ministry of Finance (MOF) Malaysia, where he currently serves as Undersecretary.

He possesses a Bachelor of Economics (Hons) from Universiti Malaya, a Masters in Economics from Tohuku University, Sendai, Japan, and a Post-Graduate Diploma in Public Administration from the National Institute of Public Administration.

Mr. Ma. Sivanesan has an extensive experience in public finance, especially in direct and indirect tax policies. He has contributed to the development of national budgets, tax policies, and incentives for investments. He played a key role in the implementation of both the Goods & Services Tax (GST) and the Sales & Services Tax (SST).
YBrs. Encik Azhar Noraini
Encik Azhar Noraini was appointed as Director of Prasarana Malaysia Berhad on 30 April 2015.
He is the Director of Infrastructure & Utilities Division, Ministry of Economic Affairs since January 2015.

A graduate of Universiti Kebangsaan Malaysia in Science, Azhar started his career as an Assistant Secretary with the Ministry of Energy, Telecommunications and Posts in 1988. In 1992, he served as the Assistant Director of the Immigration Department in Kota Kinabalu and later in 1994, he was appointed as an Assistant Finance Officer in the Federal Treasury, Sabah.

He was transferred to the Ministry of Science, Technology and Environment as Assistant Secretary (Environmental Conservation and Management Division) in 1997 before being promoted to Principal Assistant Director in 2000.

He continued to work with the same Ministry as Assistant Major Director until 2005 before being promoted to Grade M52 and M54 in 2006 and 2008. In 2009, he was promoted to Jusa C and Jusa B in 2015 until his present position.
YBrs. Puan Khong Mei Lin
Puan Khong Mei Lin is a Senior Partner at Shook Lin & Bok. She has 30 years of experience in the areas of banking, debt restructuring, corporate and real estate and commercial transactions.

Puan Khong obtained her LL.B (Hons) degree from the University of Adelaide and was admitted to practice in the Supreme Court of South Australia in 1988. She started her career as a solicitor in Adelaide where she practised law for a short period of time before returned to Malaysia. She commenced her legal practice with Shook Lin & Bok upon her admission to the Malaysian Bar in 1989 and was made a partner in 1996.

Puan Khong has been involved in a broad range of banking and finance transactions including bilateral and syndicated loans, infrastructure and project financing, ship financing, offshore and cross border loan transactions as well as debt capital market work. On top of that, she is a well-equipped lawyer in giving advice in the areas of complex debt restructurings and formal schemes of arrangement.

Puan Khong is a lawyer with extensive knowledge and experience. She is also described as ‘tactful, committed, very knowledgeable’ and provides ‘detailed, high-quality advice’ in the Legal 500 Asia Pacific 2019. She was also listed under the Legal 500 Asia Pacific 2014 as a recommended lawyer in the area of Banking & Finance.
